Harry Rodger Webb was born on 14 October 1940 in Lucknow, Uttar Pradesh, India to Rodger Oscar Webb and Dorothy Marie (Dazely) Webb.

The Webb family lived for a time in Howrah, West Bengal, but sailed back to Tilbury, Essex, England after the 1946 killings in Calcutta and the 1948 Indian Independence, involving the partition of India into India and Pakistan.
The family eventually moved to Cheshunt, Hertfordshire, England.
